Bringing together Resilient Food Systems (RFS) representatives from country projects, Regional Hub partners and Implementing Agencies, this webinar will be the first in a series of virtual learning sessions scheduled for the second half of the year, which will collectively comprise the 2021 RFS Annual Workshop.
This session will present the new RFS monitoring and evaluation (M&E) system, including an updated M&E Plan and online platform, as well as provide an opportunity for programme stakeholders to reflect on the progress achieved so far towards transitioning to the GEF-7 results architecture.
Simultaneous interpretation between English and French will be provided.
As per the Updated Results Architecture for GEF-7 approved in 2018 and the Guidelines on Core-Indicators and Sub-indicators updated in 2019, all initiatives approved during the GEF-6 replenishment, including the Resilient Food Systems and all RFS projects, are required to transition to the new GEF-7 results architecture (see links to key resources below). In particular:
For projects approved during the GEF-6 period, July 1, 2014 to June 30, 2018, that have not yet been completed, Agencies shift to core indicators and sub-indicators at the next available opportunity in the project cycle and are no longer required to submit tracking tools. For full-sized projects and programs that have received Council Approval during GEF-6, Agencies apply the core indicators and sub-indicators across any requests for CEO Endorsement submitted after July 1, 2018. For projects that have received CEO Endorsement/ Approval during GEF-6, Agencies apply the core indicators and sub-indicators at mid-term – if applicable – or project completion.
Upon being notified about this change, the Programme Coordination Unit (PCU) immediately initiated a comprehensive work of liaising with RFS stakeholders to update the programme results monitoring framework, as well as to support countries in the transition to the GEF-7 results architecture. Numerous exchanges were held in the last year with all RFS country project teams and Regional Hub partners to assess how GEF-6 indicators should be carried over under GEF-7, to cross-check assigned targets for core indicators for each country, as well as to rework the framing of indicators for the regional matrix in consultation with Hub partners.
This webinar will provide an opportunity for RFS country teams and partners to assess the results of all this collaborative work, as presented on the new Resilient Food Systems Programme M&E Plan and the online RFS M&E Platform (SmartME). The new programme results monitoring framework is no longer based on the GEF-6 Global Environmental Benefits, but on the GEF-7 simplified framework of eleven core indicators and associated sub-indicators spanning across five focal areas. With these changes, the Resilient Food Systems Programme strives to be well-positioned to significantly contribute to GEF’s ability to better capture, monitor, analyse and report on results.

The RFS monitoring and evaluation (M&E) plan identifies the overall architecture of the M&E system, which rests on two pillars, namely country-level M&E and programme-level M&E. The regional, programmatic M&E results framework emanates directly from the aggregation of results achieved at the country-level, with some additional results stemming from the direct activities of the Regional Hub, especially in terms of knowledge management and communications.
This plan outlines the Regional-level Results Framework matrix (indicators for monitoring the programme’s progress), a logical framework, a description of reports and tools for assessing progress, and a strategy for how storing information, documented and shared. It also spells out the responsibilities of the various partners in collecting and analysing the M&E data.
In July 2021, the Resilient Food Systems PCU held a programme-wide workshop to present the new RFS M&E plan in line with the required shift to the GEF-7 results architecture. The new M&E plan was developed following a comprehensive consultation period with RFS stakeholders to update the programme results monitoring framework and support countries in transitioning to the GEF-7 results architecture.
This presentation, created by RFS M&E Officer Sasha Mentz, provides an overview of the correlation between the previous global environmental benefits (GEB) architecture with the new GEF-7 architecture. It also introduces the new RFS M&E plan, covers key takeaways from the consultation period and lays out next steps for transitioning to the new indicators.

The new M&E plan was developed following a comprehensive consultation period with RFS stakeholders to update the programme results monitoring framework and support countries in transitioning to the GEF-7 results architecture.
This presentation provides an overview of the new GEF-7 results framework, including the new indicators and sub-indicators. Each new GEF-7 indicator is aligned with environmental challenges and socio-economic co-benefits. It takes the workshop participants through the typical GEF-funded project lifecycle and monitoring policy, which covers what M&E deliverables/activities are required at each stage of implementation.
In July 2021, the
Resilient Food Systems PCU held a programme-wide workshop to present the new RFS M&E plan in line with the required shift to the GEF-7 results architecture. RFS
Regional Hub partner Bioversity International has developed several tools,
including the new DATAR web portal and app,
that can support countries in monitoring the new core indicators. This
presentation provides an overview of the DATAR tool as well as a schedule of
training sessions for interested RFS country projects. Training materials are now available on the DATAR site (registration required).
In July 2021, the Resilient Food Systems PCU held a programme-wide workshop to present the new RFS M&E plan in line with the required shift to the GEF-7 results architecture. RFS Regional Hub partner Conservation International has developed several tools, including Trends.Earth, Vital Signs, and Resilience Atlas, that can support countries in monitoring the new core indicators. This presentation provides an overview of each tool and the respective indicators. Further training for the country teams on the tools can be provided upon request.
